About the Ports Authority

The Ports Authority of the Velocity Interoperability Network is responsible for the terminals, cargo handling and vessel movements at the four ports of the Velocity Interoperability Network: the Port of Southbank, Northgate Harbour, Meridian Basin and Westbrook Wharf. It operates the terminals directly, acts as harbour master at each port, sets and collects port charges, registers shipping agents and enforces the rules for the safe handling of cargo and the safe movement of vessels, vehicles and people within the ports.

The Authority was established on 6 September 2026. Its seven terminals open under its management between 7 and 10 September 2026; their berths, equipment and operating hours are set out on the Terminals page. The Port of Southbank is the principal port of the Network and handles containers, general cargo, roll-on roll-off cargo and passengers. Northgate Harbour handles dry and liquid bulk. Meridian Basin handles containers and roll-on roll-off cargo, and Westbrook Wharf serves coastal and inland craft.

At establishment the Authority employed 612 staff, among them 17 pilots, 41 crane operators and the harbour master's staff at each port, and held a fleet of six tugs. The Eastfield Reach Terminal, a two-berth container terminal, is under construction; its opening date will be announced in the Newsroom once it is fixed.

Responsibilities. The Authority's work falls into six areas.

Terminals

The operation of seven terminals at the four ports of the Network, their berths, cranes and gates, and the maintenance of the terminal register.

Cargo handling

The receipt, discharge, loading, storage and release of every class of cargo under a single set of handling rules, and the tally of cargo across the quay.

Harbour master and vessel movements

Notice of arrival, the allocation of berths, pilotage and towage, and the control of vessel movements within the limits of each port.

Port charges

The setting and collection of port dues, pilotage, towage, cargo handling and storage charges under a published schedule.

Safety and security

The rules for working and moving within the ports, the issue of port passes and the response to incidents at the terminals.

Statistics and reporting

Quarterly statistical releases on vessel calls, throughput by terminal and cargo class, dwell time and the capacity of the ports.
